In order to see why we're making such slow progress on PMOBoss, we need to gather metrics about our staffing to isolate why we're not being particularly effective.

Being the collegiate group that we are, there can be no better way to do this than by peer evaluation.  Of course, what goes around, comes around, so it is probably an excellent tactic to be merciless from the beginning.
